Signing of a Cooperation Arrangement on Satellite Positioning Application

The Cabinet Office, Government of Japan and the European Commission entered into a Cooperation Arrangement for enhancing EU-Japan policy cooperation to determine industrial fields for priority utilizing satellite positioning and create new businesses and services. A Cooperation Arrangement signing ceremony was held during the EU-Japan GNSS Mission 2nd EU-Japan Satellite Positioning Public-Private Roundtable at the Delegation of the European Union to Japan on March 8.
H.E. Mr. Viorel Isticioaia-Budura, ambassador of the European Union to Japan, stated that he welcomes this arrangement: “This written arrangement is a turning point for strengthening the cooperative relationship.”

The Cooperation Arrangement was signed by Mr. Shuzo Takada, director-general, National Space Policy Secretariat, Cabinet Office (left) and Mr. Pierre Delsaux, DG GROW, deputy director-general, European Commission (right).

Regarding EU-Japan collaboration in the space sector, a decision to start a space policy dialogue was made at the Japan-EU Summit in 2013, and meetings were held in October 2014 and March 2016. At the most recent space dialogue, further collaboration was agreed in the application field, including autonomous cars, railways, agriculture, and GNSS standardization. The first EU-Japan Satellite Positioning Public-Private Roundtable took place at The Hague in the Netherlands in June 2016.

During the 2nd EU-Japan Satellite Positioning Public-Private Roundtable, the Cabinet Office introduced the latest information on the Quasi-Zenith Satellite System (QZSS), for which trial services were started in FY2017 under a four-satellite constellation. The European Commission introduced the latest information on Galileo, for which some services were launched in 2016, and the EGNOS Programme. Many of the latest EU and Japan application case studies in industrial fields were also introduced, including the automotive, agriculture, construction, railway, and maritime fields.
